The tourism private sector and government institutions in Tanzania have taken another important step toward strengthening collaboration following a strategic tax engagement and customized training session organized jointly by the Tanzania Association of Tour Operators and the Tanzania Revenue Authority in Arusha on May 7, 2026.

The engagement brought together tourism stakeholders, tax experts, and regulatory officials in a constructive dialogue aimed at improving tax compliance, enhancing sector understanding, and creating a more transparent and efficient operating environment for tourism businesses across Tanzania.

The meeting followed earlier consultations held between TRA and TATO members in March 2026, where tour operators and tourism businesses raised several operational and taxation concerns affecting the industry. In response, TRA organized the dedicated engagement forum to provide technical clarification, sector-specific guidance, and collaborative problem-solving on key issues facing tourism operators.

Focus on Tourism Sector Tax Challenges

The training session addressed several critical taxation and compliance matters directly affecting tourism businesses, including tour operators, accommodation providers, transport service providers, and hospitality investors.

Among the major discussion areas were:

  • The applicability of Bed Night Levy and Tourism Development Levy under different accommodation arrangements such as bed and breakfast, half-board, and full-board packages
  • VAT treatment of in-kind employee benefits
  • Claimability of VAT input tax on financial service fees
  • Tax exemptions and incentives available to tourism investors
  • Procedures for accessing tourism-related tax incentives
  • Application of the 10 percent withholding tax on vehicle hire services

These discussions are particularly important for Tanzania’s tourism industry, where businesses operate through interconnected service chains involving accommodation, transport, park fees, guiding services, conservation charges, and international transactions.

Participants were given practical interpretations of tax regulations while also sharing operational realities and implementation challenges experienced in day-to-day tourism operations.

The engagement highlighted the growing importance of continuous dialogue between the government and the tourism private sector in supporting Tanzania’s rapidly expanding tourism economy.
